Same problem - XCode 12.3 on Mac OS 10.15.6.
Tried the CocoaPod mac app from the CocoaPods about page, which did have an option to install the command line tool, but it was version 1.1.x for some reason....
Brew install did the trick, and installed 1.10.0.
