Here's my solution, try it for yourselves:
check the E-mail address and phone number on the payment page (should be the same as the one recorded in your bank)
check your card details (card number, CVV, expiry date)
check your billing address (same as the one recorded in your bank)
In my case, I typed in my Apple account email address on the payment page instead of my personal email that I gave to my banks, which caused the payment failure.
