Note: The workarounds posted at Mr Macintosh worked to get regular updates for our VMWare test machines.
Quick update - looks like this has been made a bit nicer in the 11.0.1 RC, so that's an encouraging step in the right direction.
It would still be great if this process could become more like the other permission workflows on iOS/macOS.
Are NetworkExtensions now available for plain DeveloperID signing? Previously they were MAS-only afaik, which is perhaps why roee84 is assuming it will need to be wrapped inside a System Extension.
We heard rumours Network Extensions would be opted into Developer ID signing a few years back but nothing ever materialised…

We've seen this a bunch of times as well. Usually removing any staged System Extensions and rebooting will fix it, but it seems to happen randomly.
We have a pre-release beta of VPN Tracker 365 for Big Sur up on our website that supports Cisco IPsec connections if you want to give that a shot.
