Yay unfortunately you cannot share bug reports content to other devs, only apple can see them all, but I think it's useful referencing them anyway. Yay you got it right, filling reports, even if they are similar would increase the probably they are fixed.
To give you a bit of context on that bug, I've got an answer from Apple in September saying they couldn't see in the logs I've sent what the issue was.

Same for us, we also reported it (FB11833456) .
From our testing, it seems to be linked to scenarios where the call to get the screentime permissions hangs.
We implemented a way to detect it, to avoid UI blocking. It's affecting around 7% of our daily active users.

I have a bit more to add, if you add you local SwiftPM dependency using Xcode 15, this workaround will not work. So if you have a new project, make sure you add you local package through Xcode 14, and apply @featherless fix to make it works on Xcode 15 with Xcode Cloud. (you can then use Xcode 15)
We have it as well at Opal, but yeah it seems less frequent that for you guys, sorry but no clues for this
If you repro reliably on a sample project, it's always useful to do a feedback assistant, with the sample joined, and device diagnostics. it will proabably fixed in a year or so, but still better than nothing ^^
