Hi I was also struck in this i have resolved it, i had this issue for a specific device. Check Siri and dictation is enabled in iPhone settings. Go to Settings -> In global search type Speech Recognition(not in app settings) and see which is your app has it been enabled, just disable and enable. Restart the phone. It will work hope it will help !!!
