That did not work for me :)
Changing to non us disabled Apple Intelligence.
Changing back to US and it enable Apple Intelligence and the delay returned.

Unacceptable does not even come close. I have delivery drivers ring my doorbell and they have walked away before I get the notification and the app opened. It's gone from 10 sec to open the app and connect to 25+ secs.
I missed an important delivery due to this delay. The masses are not going to be happy once they figure it out.
Yes 16 pro. But I am seeing improvement. Some apps are still delayed. Ring is one of them.
As far a 2FA, Duo Mobile does not have the delay, but the other 2 I use do have the delay.
I actually missed a delivery on Saturday because of the delay, by the time the notification came in and I got the app open and connected to the doorbell, to see what/who was at the door they were already gone.
