I think the problem lies in the chip implementation of standard ISO15693 address length.
I have seen same problem with On-semi N24RF64E, i have asked them but they ignore to answer if the tag follow ISO15693 or work with iOS.
Probably the chips is constructed before iOS got NFC API in place. For example ST25DV16K seems to implement correct IOS15693 "Extended Commands".
One problem here is that the manufacture could indicate that the chip is not compatible with iOS.
