Had the same issue running Big Sur (beta 3) on a brand new 2020 MacBook Air (i5/16GB/512GB). Zapped the PRAM on boot (Command-Option-P-R), and the message went away.

Safari Technology Preview 14 was made available yesterday. I have it and am using it, but still can't get the extension conversion script to work.
I'm using the Xcode 12 Beta and have Safari Technology Preview 14 installed. I'm on Catalina, not Big Sur (can't upgrade yet as have many tools that will probably break). When I run the xcrun command:
I get this msg:
safari-web-extension-converter requires at least Safari 14.0 to run.
Unable to parse manifest.json at file:///path/to/extension/code
Will this run under Catalina or is Big Sur the min. OS version required to use this tool?
