Short answer is no, Apple doesn't allow that. Apple in 2015 has threatened to take legal action against another individual (AltConf) who streams WWDC every year who receives thousands of viewers. Will anything happen to you if you commentated WWDC? Probably not, but if you want to follow Apple's rules then I'd advise against it.
