I am having the same problem and i did some research, so what you need to do is check the last two letter of your devices model number and google what country its from, in my case it turned out the reseller i got my device from got it from china meaning I can’t use apple intelligence, if yours is from eu or china, you would need to wait until apple intelligence is public for that country.
