The mix and number seem to suggest that either something is missing in the downloaded code OR the version of Xcode is wrong (using 13.0 beta (12A5154h)).
I noticed it on some apps that don't actually support multitasking. Perhaps there it is on by default although it isn't there on the home screen....

Actually this could work really well with the focus context idea... during work hours my signature could say one thing and after hours it could change.... Could this be done as part of the compose extension?
Restarting in SAFE mode restores the network connection but of course screws with everything else including my LG 5K displays.
There is no way to actually see all the applications that are launching at boot any more (no preference panel).
Trial and error stuffing around reveals the culprit to be my favourite tool - Little Snitch….
Moved that to the trash and it appears my network has returned.
Now to test Citrix.
