I am experiencing the same problem. Since it started around the time that macOS 14.1 was being rolled out, I upgraded to see if that might resolve the problem.
It did not.

I am experiencing the same problem. It started happening on the 2nd of November. The same Xcode 15.0.1 could submit builds on the 1st of November and no configuration change has happened on my end overnight.
