Is there a list of accepted items for the Apple Wallet? I have looked in many different places but cannot find a concrete list of what is and what is not allowed by Apple.
For example, are certifications or credentials allowed in the wallet? They are not coupons, tickets, or credit cards.

If you mean an exhaustive list, I don't think Apple bothers, leaning more towards a general 'can be used' list such as found in the ASRGs, where 'credentials' are mentioned:
3.1.1 Acceptable
(iv) Wallet passes can be used to make or receive payments, transmit offers, or offer identification (such as movie tickets, coupons, and VIP credentials). Other uses may result in the rejection of the app and the revocation of Wallet credentials.
