I do not know the answer to your question.

But if you have an iOS device, or an app to have your PC acting as a Bluetooth keyoard with pasting support (Type2phone for example does that, but on a Mac), you can add the dev profile to the Apple TV.

- store the profile somewhere online (for Dropbox, copy the link and just change dl=0 to dl=1 at the end of the copied link)

- on the Apple TV go the Settings/ General/ Privacy and highlight "Share Apple TV Analytics"

- press the play/pause button on the Siri remote

- click "Add Profile"

- on your iOS device, in the Apple TV Remote app paste the link to the dev profile.

- follow the instructions.
