watchOS - Haptic go off with code from iPhone app

Two questions about watchOS

First - Is there a watchOS category somewhere else on the forums besides in the beta section? I'll be dammed if I can find it.

Second - As I understand it, by design, if a notification comes in on the iPhone, if the iPhone is locked, the haptic goes off on the Apple Watch. If the iPhone is unlocked, the notification is displayed, on the iPhone, and nothing happens on the Apple Watch. Is there any way that the haptic can be triggered from an app running on the iPhone? I'm actually using location services, so when they enter a region, I'd like the haptic to go off, regardless of whether the iPhone is locked or unlocked. Google is usually my best friend, but there are some serious lacks in WatchOS information after 2016.
