I updated my Xcode to 8.3.3, and there is no option to add a 10.3.2 iOS simulator.

Not finding it either, in Xcode 9.1. Without the 10.3.2 SDK, it seems I cannot run on-device tests with a 10.3.2 iPhone SE.
"DTDeviceKit deviceType from ...... was NULL"
