I cannot get a top shelf extension to load, regardless of the various permutations of Xcode versions, simulators, and devices. Trying to launch an extension in the simulator always hangs and simply does not launch. When I attempt to launch it on a physical tv, it logs this in the console:

I have tried Xcode 8.1, 8.2, and all of the 8.3 betas. I have tried two macbook pros and a mac mini, I have tried 2 different Apple TV devices, and simulators 9.1, 10.1. I am at a loss on what to do next. Any help is appreciated.
