Same here, and I'm also in the Developer Program.
I'm stuck with 16B2553a and can't update from 10.12.1 to 10.12.4, installed the macOS Sierra Developer Beta Access Utility but the only new update I get is for Safari Technology Preview.
I also tried via terminal:
