Upgrade the new 7 to 10.1 and used itunes for the restore (fresh backup) primarily as my understanding was Test Flight app data only gets backed up this way not via iCloud (if not true...please enlighten). 7 plus came back fine but 70% of the apps didnt' restore. The folder structures are intact and there are random apps (see no logic to them) that are restoring. There are places for all the other apps but no greyed out icon etc. About to try an icloud restore (despite possilby losing Test Flight app data).
Could this be an issue with this beta? I have also grabbed a restore image to restore the firmware via iTunes although I highly suspect that will be of no benefit.
