Can I build for app store release using macOS beta?

I know Apple does not accept app packages built using Xcode beta. I have Seirra beta installed, but still use the official 7.3.1. Can I build apps and submit apps to App Store?

You should be able to create another partition on your disk and run El Capitan so that you will have a dual-boot system.
