How do I enable voicemail transcription?

I have iOS 10 up and running, but can't for the life of me figure out how to enable the new voicemail transcription feature. What am I missing?

No, I am afraid not as this has to do with your network providers. Only certain U.S. network providers currently support this but we should see support in the U.K. before the public release of iOS 10.
