DEP service returns SERVER_INACTIVE response

My local MDM server sends a request to the DEP service with a Define Profile command. And I am getting a SERVER_INACTIVE (400 status) response in return. I cannot find any documentation in the MDM Protocol Reference about such a response. What are the cases / scenarios when this response can occur?

Have you found any reason for this response 'SERVER_INACTIVE'(400 status). It is happening even after updating the DEP server token. I found solutions as creating new DEPserver may fix the issue but, I would like to know the exact reason for this error on the existing DEPserver.
