Apple Pay Transaction History

Can a developer write an app that has access to Apple Pay transaction history? This would be good for a budgetary app to track certain purchase types

Apple Pay current is not available accessing Apple Pay transaction history. You can use Stripe or Judo etc

Still interested in this too. Any update? In future I don't see it as bad possibility to have access to the payment history if the user agrees.
