Podcasts App Issue

upgraded to iOS 9 GM. When I try to activate the toggle switch to allow the app to use cellular data, it,switches itself,back off. I've tried powering off and restarting, hard reset, reset network settings, and nothing has changed. tried upgrading to 9.1b1, reinstalling iOS 9 GM over existing, nothing seems to help. Any ideas short of,a,full restore?

No idea on the bug, but thats great news for dev's like me who make podcast apps, always do a lot of business when Apple break the Podcasts app in a release!
