Support all screen sizes from April 2020? iPhone ánd iPad?

According to the Apple news item of January 13, 2020:

"....starting April 2020, apps submitted to the App Store must use an Xcode storyboard to provide the app’s launch screen and must have an interface that supports any display size."


Does this mean that you cannot submit an iPhone only app to the app store, but also have to add support for iPad?

I have gotten a clear answer about this subject from Apple Support.

And after April 2020 you can still submit an iPhone only app to the app store.

Did they mention still being expected to support 1X/2X emulation mode on iPad even when an app is only for iPhone?

Is this an official reply? My manager saw this news from Apple, and here said in ambiguous terms "Apps should look great on all models of iPhone and iPad, regardless of display size or aspect ratio." which makes us a little nervous.

My app had no plans to support iPad before then. If Apple's intentions cannot be confirmed, we will undoubtedly increase the workload. Unfortunately, in China where I am, Apple does not provide phone support for developers. If you can get the exact response from Apple, hope to help me confirm.

I will quote you the relevant section from the email which I received from Apple Developer Program Support about this:
"In regards to changes after April 2020 you only need to support all screen sizes you can still make app for only iPhone iOS."
