Is Sign in with Apple mandatory on iOS 12 and earlier

I'm planning to implement sign in with apple to my app which supports iOS 10 and later.

In this case, Do I need to support Sign in with Apple for iOS 12 and earlier?

by using something like this process

Is it acceptable to support only iOS 13 and later?
