Help binary rejection by apple on a life saving app!

I have produced a very simple app which will save lives. Unfortunately it has been rejected because it is too simple. The whole point is that in an emergency situation it is easy to use. Any suggestions on how I can get it accepted?

What did each rejection say?


Were you told to make changes to meta data and not re-submit another build?
