Did you attempt to test via the simulator, instead?
Simulator Helps says "Audio is not supported, except when using Siri by choosing Hardware > Siri."
In thisthread an Apple engr. states that siri support via simulator was enabled in Xcode 10.2 beta, and mentioned in the beta release notes.
Xcode 10.2 release release notes don't mention it at all that I can see...
Thank you. More specifically I was wondering why I am not "seeing" the shortcuts anywhere (settings or spotlight or lock screen). Where am I supposed to see them? I have to see them in settings first before I can add a phrase to use with Siri, correct?

AFAIK, Settings/Siri & Search/ (suggested/all) Shortcuts - did you record it yet? If not there, confirm siri compatibility/capability for that project and check the tutorial at ray w's site to confirm your process w/your app.
