"Unable to Purchase" - error message for iOS 9.3 and lower

We have recently released an update which increases our minimum requirement from iOS 9.3 to 11.4.

In App Store Connect under Last-Compatible Version Settings, we have all previous versions enabled to download.


Users on iOS 9 & 10 who have already purchased the app, should be able to download the previous version of the app, as explained in App Store Connect:

"Some of your customers may not have a device that's compatible with your latest app version. To allow them to continue using your app, we make the last-compatible version of your app available to them."


Currently you get the expected dialog offering to download the previous version of the app on iOS 10 but on iOS 9, we get the error message "Unable to Purchase" (see screenshot: https://www.dropbox.com/s/t4794rxnisgs4rx/iPod_edit.png?dl=0).


Any advice?
