March 2019 mandatory ios 12.1 app update questions....

I understand in March it becomes mandatory for app developers to deploy for 12.1.
That means to submit newer version of our current app, it would have to be for 12.1.

But what about old versions still on the store by then?
Will they still work until we have a build for 12.1?
Going forward, we wouldn't have to make sure newer versions support 11.0 anymore right?
Also, is apple forcing everyone to upgrade their phones to 12.1 to continue, or do all of us as developers have to force our users to upgrade?

Thank you for your time!

If this mandate is similar to the ones in the past, apps in the store will be fine as-is, at least until the max iOS they support sunsets. They will have to obey the mandate the next time they are updated, that's all.

Depends on you...you can abandon any compatible lesser iOS and just support the latest version...your choice. I think in the past Apple has recommended supporting at least one version back, but again, up to you. I'd want to know the singular version was in broad use, that's all.
