Offer of "IOS 12" should be 12.1?

My 12.1 beta devices are being offered "IOS 12" not 12.1 now that it's been released. My non-beta devices are offered 12.1.

Just to be clear - it did install 12.1 release version, so it's just a typo.

So I have 12.1 beta but under my software update its saying update to IOS 12. Is that a correct update for the updated beta or is that a beta software issue?

Just ignore it - it's just a display issue. You will get 12.1 if you accept it.
