Can't move, copy or delete files from root desktop

If you login to desktop as root you can’t copy, move, duplicate or delete any files. I wonder what's up with that. I build and package many opensource software from root because I need to deal with permission of lots of files. Everything is fine in High Sierra.

Boot into recovery> open terminal> type csrutil disable. You should not be able to delete. Dont forget to reenable after your delete whichever files you are trying to delete. (csrutil enable)

I've been having this from day one of the Mojave beta's.

Even with a clean install, delete or move hangs in root/finder.

Only rm -r in terminal works.

SIP is disabled all the time.
