Mojave GM Can Not Delete Items

Tried every terminal trick I knew including the locked flag, force delete recursively etc. I have two folders that were originally apps. One was an old copy of Xcode. I get the file in use error no matter if they are in the trash or not. I renamed them, changed permissions, turned off SIP and I give up. Help appreciated.
