Why can I not reinstall apps I have purchased in the past?

I recently got rid of Heroes Arena so I had enough room on my device to try another game. I went to reinstall it and I can’t find it in the App Store. I go to safari and click on the app there and the App Store tells me to switch my Region/Country. I can not do this because I have a little bit of money on the account. Can this be fixed soon?
