According to the App Store Guidelines, all new apps with other social auth logins are required to be submitted with Sign In with Apple, and existing apps must be converted by April 2020. Given that Sign In with Apple is an iOS 13-only feature, does this mean that affected apps must have a minimum deployment target of iOS 13? I assume that this isn't the case, and that the guideline only complies with devices running iOS 13 and higher. However, this is the only way to ensure that all shipped updates comply with this guideline.
