I'm not able to access iOS provisioning portal from member center

As I'm new to Apple, I wanted to integrat passKit API to my site but unfortunitely not able to access iOS provisioning portal to create passbookCertId and there are lot more things I have to do with PassKit.


Please help me to figure out of this situation.
