I can’t seem to login my paid chatgpt account in apple intelligence setting. Is this a bug?

same here. each time I log in, nothing but a error shows up on the screen. Maybe a bug
If you are outside the US, using a quick connection to a VPN in the USA will allow you to sign in (don’t ask me why they probably didn’t lifted fully the restriction on device even if set to US region). It did work for me (located in the UK)
