Sever notifications v1 is already deprecated and we are supposed to use the new v2 server notifications and yet arguably the most important notification type is not available for production.
When will ONE_TIME_CHARGE notification type become available for production?
As announced at WWDC24, the ONE_TIME_CHARGE notification type is currently available only in sandbox, with production availability coming this year. Please stay tuned.

Note that this notification type was never present in V1 notifications, so this should not block your upgrade to V2 notifications.
