we set 'App Store Server Notifications' production, Sandbox Server urls to be the same.
in Sandbox mode we can receive 'ONE_TIME_CHARGE notification when buy items
but in production we can't receive any notification when buy items, request refunds
how do we solve this problem ?

ONE_TIME_CHARGE
The ONE_TIME_CHARGE notification is currently available only in the sandbox environment.

However you should be getting REFUND notifications. If they are not coming through in production, for production purchases, please file a ticket: https://developer.apple.com/bug-reporting/
