I am using Instagram Basic Display API in my app, do I have to submit the app to Facebook first before submitting it to Apple?

I am using Instagram Basic Display API in my app, do I have to submit the app to Facebook first before submitting it to Apple? Or I can submit app to Apple first and provide test account for Apple reviewer?
