I’m working on an essay for school however my professor told me I need to confer with application developers. I want to know question, if a police department want to design an ai software tool where it listens to the calls and prompts call-takers with fewer questions, but relevant questions based on the nature of the emergency. Can you help me with the steps it would take? Determine the cost and timing to create the requisite software, as well as to train the staff to use it properly. Can you describe this process to me?

Well that's impossible. An iPhone app doesn't have the capability to detect an incoming call never mind listen to the content. Apple themselves of course would have the ability to do this, but not anybody else unless they have a server integrated with the telephony system.
An Android app could with certain permissions, but that's not for this forum.
