Do WeatherKit requests made during development count towards our monthly credits?

I'm creating an app that uses WeatherKit to get weather data. I wanted to confirm if the requests made to the service during app development will be deducted from our monthly usage limit or credit?

Do you plan to have that many requests during development ? If I'm right, you have up to 500K requests a month included in membership.
