NEHotspotConfigurationManager-(void)applyConfiguration:(NEHotspotConfiguration *)configuration completionHandler:

There was only once to call the applyConfiguration, the completionHandler was never be called. After this, the phone can not connect any other hotspot until restart the phone. Pls check this issue. Thanks.

That sounds like a bug, and I encourage you to file it as such.
