Xcode 14.3.1 Cannot Rearrange App Icons on Simulators

On Xcocde 14.3.1, I cannot rearrange (move) app icons on iPhone simulators.

Anyone experiences this? Thank you

Have you checked it worked with previous Xcode version, as 14.2 ?
