can detect sim card swap with 'CTTelephonyNetworkInfo'
but after update IOS 17
can not use this library
is there anyway to dectecting swapping the sim?

Not really. Even way back in the day, before we starting applying privacy constraints on CT, this wasn’t possible, in that CT would not let you detect a swap between two SIMs from the same carrier.
Why do you need to do this?
