MAC OS Won't allow downloaded file to open if it contains Turkish characters.

Yes, a weird issue.

My OS is 13.3.1 (a) (22E772610a)

Whenever I download some file from internet, if it includes Turkish alphabet characters, e.g., ÜĞŞİÖÇ or lower ğüşıöç, the finder locks up and won't allow me to open my file on any of the installed software. The quick look works though.

I have tested this issue with;

  • Safari
  • Firefox
  • Chrome

When I "manually" replace all Turkish characters with English equivalents then I can play, open, view files.

To duplicate this issue, upload some file to your iCloud or Google Drive, rename it to "fıle" with a lowercase I in Turkish we have both ı, I, i, İ, then try to open it. ŞÖĞÇ and others will do the same damage as well.

I have exactly the same issue with the same version of MacOs. Maybe an update issue?
