Is there anything in the current Network API that allows a program to operate at the IP layer, i.e. Layer 3? I would like to be able to do some sort of IPinIP tunneling but everything I have currently seen does not allow this to occur. Am I correct?

You are correct.
Most folks are able to achieve their goals using one of the existing NE providers. If that’s not the case for you, I recommend that you file an enhancement request with more details as to what you’re trying to do and why the current options don’t work for you.
