タスクキル後のアプリの挙動

以前はタスクキルしても、バックグラウンド通知を受け取っていましたが、IOS16以上では、ほとんどバックグラウンド通知を受け取る事が出来なくなりました。タスクキルの状態のアプリが、バックグラウンド通知を受け取る仕組みは無いでしょうか。防災アプリなので、ユーザーの利用状態に関係なくバックグラウンド通知を受け取りたいのです。

I used to receive background notifications even when taskkilled, but on IOS 16 and above, I can hardly receive background notifications anymore. Is there any mechanism for apps in taskkilled state to receive background notifications? Since this is a disaster prevention app, I would like to receive background notifications regardless of the user's usage status.
