On both Ventura 13 and beta 13.1 this failed but in Monterey it works fine. I tried tccutil reset Contacts and I got tccutil: Failed to reset Contacts I tried tccutil reset AppleEvents and it was successful. I restarted and tried again. I executed count of groups again and I was asked to allow Contacts to be controlled. I answered yes and then I got Not allowed as in the attached screen shot

Have you managed to get anywhere with this. I am having exactly the same issue and cannot find a way to enable the the correct permissions: I have tried:
tccutil reset AddressBook
but I cannot get the system (Ventura 13.0.1) to prompt for permissions and cannot add the permissions in system options, Privacy & Security. This works perfectly well on Monterey 12.6.
This appears to be fixed in macOS Ventura 13.3.1.
