This has been going on for days, please help. Rebooted all machines (Apple Watch Ultra, iPhone 12 Pro Max, MacBook Pro running Xcode 14.1.RC2. No pending agreements, all accounts signed in, clean all caches and project files. What else is there to do?

Had the same problem with same versions.
Helped deleting XCode completely and installing again. (XCode 14.1)
So strange, Apple
